To solve the hedge maze puzzle, you need to first get yourself a key, and then you need to find your way through the maze. Rearrange the puzzle pieces to accomplish these two things. Enter the hedge once when your puzzle leads to the key, and again when it leads to the exit. You may have the puzzle taken away from you several times while working on it. Just keep going back into the hedge to get it back until it's solved. Next is the tower.
