When you return to the Artist with the necessary items, you will get the palette tattoo and the pail.

After completing the Artist's quest, he will buy rat whiskers from you for 50 Meat each.

If you visit the Pretentious Artist while wearing an Outfit, he will paint your portrait and give you a tattoo for that outfit.
